I have a 1994 jeep grand cherokee with a three inch lift and 31 inch tires. sometimes when you turn the wheel really sharp or you hit a bump the tire catches the front bumper. how do i fix this?

Turn the wheel through it's range of motion. You will see that as the wheel turns, it also moves forward. That forward movement is a function of wheel offset and wheel backspacing.
Are you running stock wheels or aftermarket?
Are you talking about the actual bumper, or the fender lip/bumper facia?
Is the inside or outside of the tire making contact?
If you are running aftermarket wheels, you may have the wrong back spacing and it's placing the tire too far forward or too far out (depending upon where it makes contact) when turning.
Many GC's are running much larger tires than 31's so without seeing the rig, it's really hard to say with absolute certainty what the exact solution is.

I had similar problems, I just cut the bumper. Its the easiest solution I could think of.

Just keep in mind that while cutting the bumper may temporarily solve the contact issue, if your root cause of contact is the wheel spacing or offset, you could eventually eat up the front wheel bearings.
